Justin Cowart is the COO for Gladewater ISD and oversees all district operations. Justin believes that educational success relies on hiring qualified candidates and working to create a healthy working environment where employees can thrive. As director of Human Resources, he will work with all stakeholders in the district to ensure that our employees are supported.  Justin considers one of his greatest strengths is his ability to build relationships with those he works with, and enjoys working alongside employees to maximize their potential. 

Mr. Cowart has worked in districts around East Texas as a Teacher, Coach, Assistant Principal, Principal, Assistant Superintendent of Human Resources & Secondary Education and now as our COO.  He has a bachelor’s degree in Kinesiology from Stephen F Austin State University, where he also earned his master’s in Educational Leadership.  He also earned his Superintendent’s Certification from the University of Texas at Tyler.
